Even three days after using the [pine needle] bandage, one can smell the rosin which is most agreeable. It is a theory of mine that when the system needs certain things, it can absorb them through the pores.

Traces of turpentine are found in the urine after a hot bath containing the natural oil of pine which has entered the system through absorption or inhalation of vapor, or both.

Baths of many types have been used for eons for purposes of health. The “bath” as a healthy and social dimension shows up often in the history and repertoire of Traditional Chinese Medicine, for example, and in many accounts of the splendid baths scattered throughout the Roman Empire (such as the “Theomoe” or warm baths of Diocletian), or the historical Vapor Baths of the Turks in Constantinople. However, the term “medicated bath” begins to appear as such and with more frequency in the 19th century. Cruchley’s 1834 history of London included details of bathing establishments throughout the city, such as Suffolk Place in Pall Mall, where one could find an “a very complete establishment of warm, cold, shower, vapour and general medicated baths” (Cruchley, 1834, p.169). T. S. Lambert’s Bathing and The Bath, published in 1845, was a delightful exegesis on “bathing and the bath, simple and medicated,” in which this early medical doctor differentiated between basic bathing and “medicated bathing.” John Bell, in his 1850 seminal work A Treatise on Baths, describes a bath using water other than fresh water or tap water. Bell writes, “Natural medicated baths are those furnished by the waters of mineral springs.” (Bell, 1850, p.615) The practice was long common that when mineral waters were not available, “medicated” baths were artificially created using minerals and salts to mimic Nature. Mineral bath was also a term used for baths that were enhanced with herbal decoctions such as pine extracts, equisetum, oat straw, hayflowers (see my May 2016 NDNR article, “The Head & Food Vapor Baths”), etc. Guy Hinsdale (1910) included herbs in the preparation of baths and other water applications, and called these “medicated” or “modified” baths. Not surprisingly, our early naturopathic pioneers were fully aware of this enhanced dimension of hydrotherapy.

Kneipp & Herbal Baths

Sebastian Kneipp is well recognized as a giant in the promotion of water cure. He was also profoundly interested in the use of plants, both for ingestion and to enhance his water applications. His combining of curative plants with water therapies was severely criticized by the extreme orthodox adherents of the hydrotherapy. (Platen, 1901, p.296) His 3 most used bath herbs included shave grass [Equisetum arvense], oat straw [Avena sativa] and hayflowers, or the dregs of a hay stack. Hayflowers was introduced by Kneipp as one of his celebrated herbal wonders, used for young children and the aged. Louisa Lust, following in the footsteps of Kneipp, also used herbs at her Butler Yungborn. She found that herbs used in baths were very beneficial for nervous people. She used “sage, hayflower, oak bark, pine needle, fenugreek, yarrow and others.” (Lust, 1911, p.231) After any of the herbal baths, Louisa Lust counsels the correct way to bring the water application to an end: “The [herbal] bath should always be wound up with a cool ablution, so as to close the pores and prevent cold.” (Lust, 1911, p.231)

John Bell’s mid-19th century work provides a recipe for an emollient bath using an herbal formula. He says, “An emollient bath is made by first taking althea, marshmallow, and elder flowers, or the pith of sassafras, and the bark of slippery elm, four pounds, and of flaxseed, half a pound; then tying them loosely in a cloth, and boiling the bag, add the decoction to the water of the bath.” (Bell, 1850, p.633)

To make Kneipp’s famed hayflower decoction, “a little [cloth] bag [is] filled with hay flowers, thrown into a pot of boiling water, and left there to infuse for at least fifteen minutes.” (Kneipp, 1891, p.38) The hayflower decoction was essentially left to steep until the desired dark coffee-like color was attained. Its property of opening up skin pores and promoting the elimination of morbid matter was much prized by Kneipp and others. Platen recounts Kneipp’s advice on the hayflower bath: “Kneipp advises taking the bath only once or twice a month and not to prolong a single bath beyond half an hour.” (Platen, 1901, p.558) Warm water applications always finished with cold water. Platen used alternating warm and cold water bathing. The herbal warm bath would last about 10 minutes and immediately followed by 5 or 6 seconds in a cold bath, and repeated 2 or 3 times. (Platen, 1901, p.558)

Warm Sitz Baths

Kneipp used herbal decoctions for warm water applications, and pure cold water was more than sufficient to achieve its therapeutic outcomes. In regards to a warm sitz bath, Kneipp asserts, “The warm sitz bath is never prepared of warm water alone, but according to my system is always mixed with some other ingredient.” (Kneipp, 1891, p.32) Equisetum was added to the sitz bath to treat “diseases of the bladder and kidneys, in gravel and stones complaints.” (Kneipp, 1891, p.33) Oat straw was used to treat gout and rheumatic conditions, and when Kneipp did not have access to these 2 herbs, he relied upon hayflowers. The sitz bath with hayflowers was a general treatment and was efficacious in cases of boils, constipation, hemorrhoids, and spasmodic pains such as colic. (Kneipp, 1891, p.33)

Foot Baths

Hayflower added to a bath such as a foot bath offered relief “in many foot complaints: open wounds, bruises, boils, putrefaction of the toes and suppuration of the nails.” (Kneipp, 1891, p.29)

Another one of Kneipp’s favorite herbs used in baths was oat straw. He describes the preparation: “The straw is boiled for half an hour, and then used as a foot bath from 20 to 30 minutes, at a temperature of from 88° to 91° F/31° to 33° C.” (Kneipp, 1891, p.29)

Equisetum was prepared much like the hayflowers – steeped for at least 15 minutes. The decoction used as a wash on “poisoned wounds… had a cleansing effect.” (Platen, 1901, p.472)

Gout

Friedrich E. Bilz, following in the footsteps of Sebastian Kneipp, used many of the same herbs in his herbal baths as his esteemed mentor. Bilz used a decoction made with pine needles for the treatment of gout. “Warm baths of 95° to 101° F/35° to 38° C with a decoction of pine sprigs or hayseed are also recommended.” (Bilz, 1898, p.780) For gout, the primary objective was to increase blood circulation, which hydrotherapy was excellent at producing. Bilz recommended the following gout protocol: “Three cold full washings a week, on first getting out of bed; or three knee gushes, two half baths of the upper body, and the warm hayflower shirt once, will probably command success.” (Bilz, 1898, p.780)

Making a strong decoction from the hayflowers, a compress would be soaked in it and applied while warm on “affected or swollen parts every two or three hours, [or] hayflower is scalded with hot water, enclosed in cloth and laid on the diseased part.” (Bilz, 1898, p.780)

The hydrotherapies were also complemented with herbal teas “of primroses, elder berries or elder blossoms several times a day. Gouty patients are also recommenced to continue for some time to drink a tea made of mouse ear [Hieracium pilosella].” (Bilz, 1898, p.780)

Pine Needle Baths

Kneipp also endorsed the use of pine needles for bathing. Used in a bath, the pine decoction provided benefits to the kidneys and bladder, and the skin epidermis was restored to health. (Kneipp, 1891, p.38) Kneipp also credited pine baths for strengthening the interior blood vessels, thereby making this “the proper bath for more aged people.” (Kneipp, 1897, p.65)

Kneipp favored using fresh pine needles for his water therapies. To make a pine needle bath, pine needles and branches were picked fresh or a distillation would be made. M. Platen provides instructions: “The pine needles are boiled for at least half an hour, and the decoction is then ready for use.” (Platen, 1901, p.472) The pine “extract, also called pine balsam is almost transparent, of a yellowish tinge at first, turning a greenish brown after standing some hours; has a pleasant, refreshing, bracing, resinous, aromatic smell.” (Platen, 1901, p.559) Compresses made from the decoction were strengthening and stimulating to the skin. (Platen, 1901, p.472)

In the July 1935 issue of Nature’s Path,another magazine published by Lust, the author of an article on the topic of pine needle oil, writes: “Pine oil is classified medicinally as a rubifacient, being slightly an irritant, and possesses feeble antiseptic properties. The irritant properties cause an unusual circulation of blood and thereby relieves congestions, eases pain, and quiets nervous tension.” (Elene, 1935, p.252, 270)   She warns against synthetic pine oils. “If the oil has been saponified or chemically combined with alkali, much of the effectiveness will have been lost. Artificial pine odors or scents have no therapeutic value in a bath.” (Elene, 1935, p.270)

John H. Kellogg placed the pine needle bath under the subheading of “Miscellaneous Baths” at the end of his voluminous book, Rational Hydrotherapy. Kellogg used pine needles to achieve the same reactions induced by the carbonic acid [or carbon dioxide] baths. The carbon dioxide bath, or the Nauheim bath, was popularized by many of the early hydrotherapists, such as Simon Baruch, Kellogg and Hinsdale. Carbon dioxide baths are still currently used extensively in European spas to treat heart disease, diabetes, rheumatic conditions, and obesity. Guy Hinsdale also used pine needle extract in combination with the effervescent carbon dioxide bath.

Kellogg states, “This [pine needle] bath produces powerful cutaneous stimulation. It is useful in chronic renal and cardiac disease, at a temperature of 92° to 94° F/33° to 34° C and may be used in the place of the effervescing baths.” (Kellogg, 1903, p.955) Among the benefits of the pine bath, Platen included “scrofula, gout, rheumatism, paralysis, debility, skin complaints, abdominal and sexual disorders.” (Platen, 1901, p.559) Pine baths improved the functions of the emunctories, such as the kidneys, gastrointestinal tract, and the skin.

Puderbach agreed with Platen that a 30-minute pine needle bath was beneficial for rheumatism, and suggested the “temperature should be high for rheumatic ailment (40° C/104° F).” (Puderbach, 1925, p.154) Puderbach also used the pine needle bath for nervous conditions at lower temperatures, of 28° C/82° F for 20 minutes. (Puderbach, 1925, p.154)

Elene recommended the pine bath for insomnia. A hot pine bath “taken before retiring will induce a quiet restful sleep without resorting to medicines or drugs.” (Elene, 1935, p.270, 272) She states, “When a person is fatigued and tired a cool pine bath has an exceptional bracing tonic effect.”

Hinsdale used pine needle essential oil in steam baths, and patients were steamed for 20 to 30 minutes in a steam cabinet, which caused profuse perspiration. (Hinsdale, 1910, p.309) After the steam bath, patients were massaged. Hinsdale also used pine needle extract in a medicated bath using 2 ounces of the extract to a 40-gallon bath. (Hinsdale, 1910, p.309)

  1. Puderbach in 1925 wrote The Massage Operator, which was published by Benedict Lust. Puderbach was the director of the Brooklyn Massage Training School. His book was essentially a physical therapy manual. Every conceivable physical therapy was outlined in his book. Throughout the years of Benedict Lust’s journals, numerous ads appeared with pine constituents for the pine bath. Puderbach alludes to one of these products – Novopin – which was a pine salt. Instructions for a bath using this salt: “For a tub bath take a full tube of this salt. The temperature of the bath should be 28° to 30° C/ 82° to 86° F. The bath should last 20 to 30 minutes.” (Puderbach, 1925, p.154) Another method that Puderbach suggests for taking the pine bath: “For a tub bath take a large spoonful of pine needle extract, dissolve in a pail of boiling water, and pour this solution into the prepared bath, or take one or two spoonfuls of pine oil, dissolve this in 100 grams pure alcohol and add to the bath.” (Puderbach, 1925, p.154)

Pine needle baths could irritate the skin, thus Puderbach advised that those patients experiencing itching of skin be removed from the bath immediately and given a shower. A rice powder was applied to the itching areas. (Puderbach, 1925, p.154)

A Valuable Legacy

These remarkable Naturopaths and their predecessors have left us a superb legacy of treatment protocols and success stories so valuable for patients. In our era of polypharma and a compromised food supply and distribution system, these wonderful natural approaches to healing are timeless. Kneipp, Kellogg, Bilz, Elene, Hinsdale, Puderbach and other giants have left us with outstanding tools. All we need do is use them.

Half-Ton Fun

High fuel prices and the skyscraping cost of 3/4– and 1-ton pickups have created a growing demand for lightweight, easier-to-tow RVs. But not everyone wants a little trailer, which has led many RV builders to focus on smaller and lightweight fifth-wheels now more than ever. And the consumer stands to benefit from that trend. However, while many half-ton towable fifth-wheels might be smaller, that doesn’t mean they aren’t spacious and filled with great features; many offer niceties such as solid-surface countertops, leveling jacks and electric awnings. And almost every brand has a fifth-wheel designed for half-ton pickups that offers a slideout to expand the living space. Some even have two or three.

Keystone’s Laredo Super Lite fifth-wheel line is a perfect example. The series tops out at 31 feet in length with a dry weight of 7,735 pounds, yet is available in two double-slide floorplans. ‘‘These fifth-wheels are extremely well-equipped, attractive, offer great value and, of course, are towable by properly equipped half-ton trucks,’’ explains Jim Mac, Keystone’s communications manager.

Having made a name for itself in the travel trailer and truck camper markets, Livin’ Lite Recreational Vehicles entered the fifth-wheel segment for the 2013 model year with the Mercury, an aluminum-and-composite fiver that will initially feature two 24-foot floorplans with dry weights of less than 4,500 pounds. ‘‘We expect the Mercury to prove to be something that changes the market a little bit in the true ultralight fifth-wheel category,’’ says Livin’ Lite President Scott Tuttle.

Mark Lucas, president of Forest River’s Shasta division, says the company’s new 100-inch wide-body Phoenix fifth-wheel in lengths of 27 to 34 feet is intended to deliver more livability in a smaller RV. ‘‘It’s more cost-effective for the consumer, easier to tow and easier to park and they give up nothing,’’ Lucas said.

More and more builders are coming to market with a half-ton towable fifth-wheel that offers many of the conveniences, features and luxuries of the larger, heavier fivers. Here’s a guide

AxiomAxiom 

The compact Axiom lightweight fifth-wheel built by Forks RV is aimed primarily at the Australian market, but is available through select dealers in the United States. The 71/2-foot-wide mid-profile Axiom is offered in four 23- to 27-foot floorplans, each with a single sofa/dinette slideout. With a dry weight of 6,500 pounds, the aluminum-and-laminated fiberglass Axiom features an aerodynamic front cap, composite cabinets, LED lighting inside and out, thermopane windows and linoleum floors in the living area with carpeting in the upper deck — which is equipped with a queen bed. Base MSRP starts at $42,000.

Crossroads Cruiser AireCrossRoads 

CrossRoads RV has added a double-slideout 30-foot lightweight fifth-wheel to its 2013 Cruiser Aire lineup. The Cruiser Aire fiver, from this subsidiary of Thor Industries, has a walk-through queen-size bedroom with a 6-foot 6-inch ceiling. Five other fifth-wheel floorplans in lengths of 25 to 30 feet will also be available. The Cruiser Aire fiberglass-and-aluminum debut floorplan, with a 7,000-pound dry weight, is equipped with electric jacks, a 15,000-Btu air conditioner, 8-cubic-foot refrigerator, maple cabinets, 54-by-27-inch shower with a glass door and a midway island kitchen with a large amount of Formica countertop space. Base MSRP: $29,995.

Escape 5.0Escape 5.0

Made entirely of hand-laid fiberglass in a two-piece mold, the lightweight, aerodynamic Escape 5.0 from Escape Trailer weighs approximately 2,650 pounds (dry) and offers a low center of gravity for increased road stability and a 3,500-pound-capacity independent suspension axle for reduced vibration and better handling while towing. Standards such as 15-inch tires (including the spare), LED marker lights, a 10-foot Fiesta awning and dual 5-gallon LP-gas cylinders dress up the exterior of this 19-foot 6-inch fifth-wheel. Its compact kitchen still boasts a 4.3-cubic-foot three-way Dometic refrigerator, two-burner cooktop with power range hood, optional microwave and a countertop and sink roomy enough to get the job done. Two new rear-living-room floorplans have been added to Heartland Recreational Vehicles’ Elkridge Express fifth-wheel series for 2013. The 30-foot E27 and 31-foot E28 floorplans each have a single slideout and are among seven that the manufacturer is building for the new model year. With dry weights ranging from 7,205 to 9,250 pounds, the Elkridge Express is constructed with laminated fiberglass side walls on an aluminum frame and has an 88-degree turning angle. Features include heated storage with slam-lock doors, kingpin box covers, outside showers, Beauflor floors, solid-surface countertops, cherry cabinets with hidden hinges, 60-by-74-inch queen beds, full wardrobes, sofa air beds, porcelain toilets, dinette chairs with hidden storage and multiview TV centers. Base MSRP starts at about $24,000.

Jayco EagleJayco

Dry weights range from 5,975 to 7,135 pounds in the Jayco Eagle HT line, with four available floorplans for 2013. Offered in 26- to 32-foot layouts, three have wardrobe slideouts to complement the living-room slide. The unusual Eagle HT 23.5RBS has a large rear bath with tub and shower to allow for more bedroom space in the upper deck. A standard Glacier Package includes an R-29 insulation value in the main floor and R-27 in the roof in addition to triple insulation in the heated-and-enclosed underbelly. Countertops are solid-
surface and cabinets have solid hardwood doors with screwed stiles. Base MSRPs begin at $30,586.

A ‘‘Best in Class Package’’ included in all Laredo layouts includes an adjustable electric awning, LCD TV, electric rear stabilizer jacks, all-weather Glacier Package and crown molding. Standard features include a fully enclosed heated underbelly, pass-through lighted storage, residential-size cabinets, single-basin sink, two-door refrigerator, extra-wide dinette with storage below, raised-panel mortise-and-tenon cabinet doors, queen bed, wardrobe storage and entertainment center. KZRV DurangoKZRV 

A tri-level rear-kitchen floorplan has been added for 2013 to the newly redesigned Durango from KZRV. The unique 37-foot double-slideout floorplan, built on a bi-level drop-frame, features a new front cap designed to allow a greater turning radius, and has a side-aisle (streetside) front bath with a porcelain toilet, large neo-angle shower and linen closet. The 331RK queen-bed floorplan — one of 12 offered in the Durango series — has a dry weight of 9,740 pounds and is equipped with 110 cubic feet of storage under the kitchen, an 8-cubic-foot refrigerator with wood insert panel, solid-surface countertops, kitchen table with four chairs, Beauflor linoleum, slam-latch baggage doors, an L-shaped sofa bed and a 32-inch LCD TV. Livin' Lite MercuryLivin’ Lite  

Livin’ Lite Recreational Vehicles, known for its lightweight all-aluminum folding camping trailers and truck campers, has introduced the Mercury fifth-wheel. Livin’ Lite’s Mercury will have two 24-foot aluminum-and-composite floorplans, each equipped with a single slideout. Both are designed for half-ton pickups with GVWRs in the 3,500- to 4,500-pound range. One floorplan features double bunks in the upper bedroom,  while the second will be equipped with a queen bed. Both will have dry baths with LP-gas stoves, refrigerators and water heaters. The interior is available in a wood-look Azdell composite or champagne aluminum. Base MSRP: $26,000.

Northwood Fox Mountain 285RLSNorthwood

Northwood Manufacturing has given its Fox Mountain lightweight fifth-wheel a facelift for 2013. The redesigned Fox Mountain now has tan side walls, an aerodynamic mocha front cap and a more contemporary interior with stainless-steel appliances. Built on a cambered chassis, the fiberglass-and-aluminum Fox Mountain is available in six 26- to 32-foot floorplans with up to three slideouts. With a dry weight of 7,500 pounds in the 28-foot double-slide model, a standard Four Seasons package includes heated-and-enclosed underbellies, R-7 insulation in the side walls and floor, and R-18 in the roof. Features include solid-surface countertops, Beauflor floors, centrally located control panels, exterior showers and electric awnings. A combination sofa/dinette with leatherlike fabric is optional. Shasta PhoenixShasta 

Forest River’s Shasta Recreation Vehicle division has introduced the mid-profile Shasta Phoenix wide-body fifth-wheel with a distinctive exterior and a kingpin that can be adjusted to accommodate 51/2-foot-pickup beds. Available in eight floorplans with up to four slideouts, the Phoenix is 100 inches wide and available in eight 27- to 34-foot floorplans, all with 6 feet 4 inches of headroom in the upper deck bedroom. Some married couples settle into their retirement by downsizing. Gail and Barry Giffen are spending theirs restoring a mansion—a 1905 Tudor Revival in Victoria, Canada.

“We wanted a historic house that needed lots of work,” said Mr. Giffen, 70, who ran a company in Alberta that handled disaster recovery. “We wanted to make it ours.”

The house was designed by architect Samuel MacClure for a cold-storage entrepreneur named Biggerstaff Wilson. The property had only one additional owner until 2010, when a local developer purchased the nearly 2-acre lot and carved off about a third of the land to build six townhouses, leaving the mansion untouched.

When the Giffens bought the home in 2011 for 1.325 million Canadian dollars, or about US$1.059 million, the 9,300-square-foot mansion sagged, the facade’s plaster was crumbling, the wood paneling in the great hall had turned black and the living-room windows were obscured by stained silk curtains.

Today, the three-story home has seven bedrooms, seven full baths, two half-baths, an elevator, a detached garage and an attic suite with a kitchenette.

The couple had two main goals: return the main floor to its prime, and thoroughly modernize the second floor and attic space.

“Their approach to it was to maintain as much of the character as possible,” said Rus Collins of Zebra Group, a Victoria design firm.

Mr. Collins took about six months to complete architectural plans for the transformation, partly guided by original blueprints. Construction started in February 2012, headed by Mike Miller, president of Abstract Developments. The bulk of the project took about 18 months and cost $1.3 million.

The couple replaced outdated electrical, plumbing and heating systems, and straightened one side of the house. They spent about $60,000 on the basement to create uniform 8-foot ceilings, and about $33,200 to seismically engineer a new interior foundation.

In the 14-foot-high great room, which has a fireplace and arched stained-glass windows, Abstract’s team stripped the blackened walls and staircase, revealing honey-colored wood.

The kitchen, a former servants’ room, had a linoleum floor, a potbelly stove and a water cistern. An alcove below the ceiling was stuffed with old slippers. “No hidden money from a bank robbery or anything exciting in the walls. No, we found about six pairs of old slippers,” said Mrs. Giffen, 66, a retired teacher.

They gutted the kitchen and butler’s pantry, adding new hardwood floors ($1,600), cabinetry ($39,200), countertops ($13,900) and appliances ($13,500). It now has two farmer’s sinks and a dog-washing station in an adjacent mudroom. Mrs. Giffen’s favorite part is a $2,000 island made from a tabletop found in the basement.

On the 2,200-square-foot second floor, what was once six bedrooms sharing a bathroom, a powder room and a room with only a tub was transformed into four en suite bedrooms and a laundry room. The couple refurbished the claw-foot tub for their master bath.

But it was the 1,860-square-foot attic, an unfinished space with 44-foot floor planks, that underwent the most dramatic change. It is now a two-bedroom, two-bathroom suite with a kitchenette and skylights.

One of the biggest challenges was the house’s historic designation, which blocked changes to the exterior without city approval. To add the two-car garage, done in a similar Tudor Revival style, they got about two dozen neighbors to support their city application.

Adding an elevator required a 5-by-5-foot extension and bringing a shallow back staircase to code. In the process they discovered parts of the foundation had turned to sand, necessitating the concrete wall.

In another case, an antique treasure was uncovered: The couple found stained-glass pocket doors buried in the wall between the living and dining rooms.

Other historic gems include intricate plaster medallions that adorn the main-floor ceilings, and old window glass that retains barely perceptible ripples.

The bird-patterned wallpaper in the dining room came to charm the Giffens, who saved it for a nook. “They grow on you after a while,” Mrs. Giffen said.

The Giffens have decorated the home with a patchwork of second-hand pieces. Bathroom sinks are mounted in retrofitted wood dressers. A chandelier in the entryway came from a contractor’s new house. “People were pleased with what we were doing, so they often tried to help us,” Mr. Giffen said.

The Giffens, who primarily live in Edmonton, have been visiting the home for about five years, slowly putting on finishing touches. Their next project? An overgrown rose garden.

“We don’t need any more spaces,” Mrs. Giffen joked. “If you make a finished room, you have to clean it.”

CONWAY — The owner of Fast Taxi of North Conway says her recently launched shuttle service to Diana's Baths could be successful if it were supported and sufficiently promoted — something that might not be possible given Conway selectmen's insistence on strict adherence to the town's sign regulations.

The popularity of Diana's Baths, which is a series of waterfalls and cascades managed by the U.S. Forest Service, has resulted in overflow parking along West Side Road. 

Selectmen were worried that people walking in the road could get hurt, so earlier this year, the town and state posted the road with "no parking" signs, and a $100 fine for parking offenders was implemented.

Now, however, cars are queuing to get in the Forest Service lot, and people are parking up the road and walking down to the site.

To help alleviate the problem, Fast Taxi has begun offering a shuttle service ($6 round-trip) from Eastern Slope Inn and John Fuller School. It will run through Labor Day.

But ridership has been all over the map, Fast Taxi owner Katy Robbart said in a phone interview Wednesday. While Friday had pouring down rain, there were 25 riders Saturday, three Sunday, four on Monday and 34 on Tuesday, which was a surprise, she said. 

"If everyone wants it to work, it can work," said Robbart, adding, "I want to do this if people want it. I'm not interested in bucking the tide." 

The Mt. Washington Valley Chamber of Commerce had reached out to Robbart about offering the shuttle.

And at Tuesday's selectmen's meeting, the chamber's executive director, Janice Crawford, pleaded with the board to allow signage to direct tourists to the shuttle.

She called the signage simple "way-finding signs" and said they would be made from recycled political signs.

"We are trying to come up with a solution," said Crawford, who said several signs were placed last week: one near Diana's Baths; one at Pine Street and White Mountain Highway; one at West Side Road and River Road; one on private property at the community lot by the Eastern Slope Inn on River Road; and one on the corner of Route 16 and River Road.

But the sign at Pine Street was removed because it was on a state right-of-way, and the sign near Diana's Baths was removed at the request of the forest service.

Town Manager Tom Holmes said the question was whether to allow temporary signage to help the shuttle service become successful.  

Selectman Steve Porter pointed out that the signage described by Crawford would be against town regulations. 

"What if Cafe Noche all of a sudden wants to do something along the same lines?" asked Porter. "It opens a Pandora's box." 

Town Planner Tom Irving, crediting Public Works Director Paul DegliAngeli, said one solution could be a "way-finding sign program" where the town could add the shuttle service signs to existing ones directing people to Diana's Bath.

"That could be a legitimate governmental purpose that is being served within the town's right of ways," said Irving. "Private property, which Selectman Porter raised, is an issue because if you allow one class of citizen or one group to do this, you would have great difficulty not allowing anybody else to do the same thing." 

Irving said the town could "face a constitutional challenge" if it allowed signs for the shuttle and not anyone else. 

Crawford said maybe the shuttle service could be considered an event, and that could make the signs legal.

Porter and Crawford sparred over whether visitors to the Baths are a benefit to the town. Porter said the large number of visitors are beating up the Baths, but Crawford insisted the Baths help drives tourism, which builds the tax base. 

She then asked selectmen to contact the chamber before making decisions that would affect tourism such as posting the road "no parking."

Board Chairman David Weathers replied that selectmen were addressing a safety issue, and it had nothing to do with tourism. 

After a lengthy discussion, selectmen ultimately voted 3-1 to allow a shuttle sign near the existing Diana's Baths sign on River Road at the intersection of West Side Road through 4 p.m. on Sept. 4.

Selectman Mary Carey Seavey was absent, and Selectman Carl Thibodeau voted in the minority. 

On Wednesday, Robbart said a shuttle sign was installed at the intersection of River and West Side Roads. She said they also were allowed to have a sandwich board by Eastern Slope Inn.  

Robbart said she takes the signs down at the end of each day when the shuttles stop running. 

At two points in Tuesday's discussion, resident Mark Hounsell, who is also a county commissioner, gave Crawford an earful for adding to the foot traffic at Diana's Baths.

He also criticized her for asking to be informed about meetings that affect tourism. He said she can read the selectmen's agenda like everyone else. 

"The people in this town appreciate the businesses in this town; we appreciate the tourist business," said Hounsell. "But they are not the shadow government that some people would have them be."
