Certainly reducing the amount of energy used to heat your home is one method, another may be keeping the house at or above a certain min temp under all conditions.
One thing is certain and that is the solution must fit in with your and your families needs.
With regards to heating the house to the desired temp there are several factors which will affect how hot you need your boiler, the construction of your home, how much insulation is provided and the external temp.
When you set the temp for the radiator water if you set it during a relativley warm period you may have to increase the temp if the weather gets colder. As basically the boiler is adding energy to the water and if you set it when the weather is warm you wont need as much energy to heat the house to yuor desired temp.
Seconldy on the cost side i believe that if the boiler is constanlty turning on and off trying to keep your house warm that this is inefficient in temrs of cost.
So imho the radiators shold probably be warmer rather than cooler, we run ours at 75-80deg i think they are at now and this allows the system to keep the house warm under a variety of conditons.
Our tap water is set to 42 and seems fine for washing up from our perspective. plus with two young children in the house it reduces the chances of them getting scalded.
However, a word of warningm our system is designed so that the water in the boiler goling to the hot tap is heated by the pilot light or other boiler activity before the hot tap is turned on. It catches some of the energy that owuld otherwise be lost through radiation from the boiler plus it reduces the time for hot water to be produced.
So it can be a lot hotter than the set temp initially,
